With constrained budgets and little time to modernize, the U.S. Department of Defense needs new ways to regain its edge. Adapting and recomposing deployed U.S. forces in theater could create decision-making and warfighting advantage by growing the options available to commanders and foreclosing choices for opponents. However, the U.S. military lacks any processes or organizations to integrate joint forces, which are composed by the military services months in advance of deployment.
